He began his career in the colonial service in the Bahamas with a minor position but was promoted to Administrator of Dominica within a few years. He was the Commissioner, and Governor of the Uganda Protectorate (1905–1909) where he was hugely successful in eradicating sleeping sickness. Port Bell in Kampala is named in his honour.
